Chancellor's Announcement: Vice Chancellor of Human Resources Finalists and Public Forums

Dear Peralta Colleagues,
 
Thanks to the Search Committee which consists of representatives from our classified professionals, faculty, and administrators -- they have recommended strong finalists for consideration as our next Vice Chancellor of Human Resources (VCHR). The finalists and their short biographies are listed in alphabetical order by last name below.
 
Public forums with the finalists will be held on Wednesday, June 26th at the District Service Center Boardroom. You are encouraged to contribute to the forum process in three ways:
 
ONE 
Recommend Questions: You may submit recommended questions for the finalists via this online form by Monday, June 24th.  [Link disabled as deadline has passed.]
   
TWO 
Attend/Watch: You can attend the forums in person on Wednesday, June 26th, in the District Service Center Boardroom, watch live via Zoom Webinar, or review the recordings. 
Forum recordings posted above will be available for viewing from Wednesday afternoon, June 26th, through midnight, Sunday, June 30th. 
  
THREE 
Provide Feedback: You may provide finalist feedback through the online forms above from June 26-30. I will review internal and external community feedback before making my final decision and recommendation to the Board.

Jake Hurley is an accomplished senior human resources leader with extensive experience in public service, academia, research, and healthcare sectors. Currently serving as the Associate Vice Chancellor of Human Resources and Chief Negotiator for the Yuba Community College District, Jake oversees the full range of HR functions, including recruitment and selection, employee and labor relations, benefits administration, training and development, employee engagement, health, safety, and well-being initiatives, diversity, equity, and inclusion, discrimination, harassment, and Title IX, legal compliance, and HR information systems management.

With a career spanning over two decades, Jake has held various significant positions, including Deputy Director of Human Resources at the County of Marin, Systemwide Labor Relations Manager at the University of California , and Associate Vice President of Human Resources and Faculty Affairs at Sacramento State. Jake holds a Juris Doctor from the University of the Pacific, McGeorge School of Law, a BA in Legal Studies from the University of California, Santa Cruz, and an AA in Intercultural Communication from De Anza College. He is a member of the California Bar Association and is a ProSci Certified Change Manager. Outside of his professional life, Jake, his wife Carol, and their two whippets, Tommy and Jasper, are all foodies who enjoy exploring new culinary experiences together.

Ray Quan has been an HR manager or director since 1984, in various organizations, from 70 to 4,000 employees. He has an MBA degree and MA in English from California State University Dominguez Hills (Carson, CA). The last twenty-plus years have been in public higher education, social services, and healthcare organizations.

Ray was the HR Director for Montana State University-Billings, where he taught part-time in the College of Business in management and HR. He returned to California to work for Kern Community College District as the District HR Director for Bakersfield College, Porterville and Cerro Coso. He also was the HR Director at Victor Valley College in Victorville, CA. Most recently, he was the Vice Chancellor of HR & EO at Foothill-De Anza CCD in Los Altos Hills, CA.

Ray strongly believes in providing the highest quality professional HR service to all stakeholders – faculty, staff, and administrators as well as the Board and community. His management philosophy can be best described as the servant-leader model, with an emphasis on excellence, open communication, and collaboration at all levels to meet the strategic plan of the District, the four Colleges, and HR.
