A special meeting of the Peralta Community College District Board of Trustees took place on June 30, 2020. During the epic Board of Trustees meeting on June 23, 2020 - the nearly six hour meeting that included a hundred public comments - the Board tabled the planned discussion of the Tentative Budget for Fiscal Year 2020-2021. That budget discussion resumed at the special meeting. Dr. Carla Walter, Vice Chancellor of Finance and Administration, gave a presentation on the proposed Tentative Budget for FY 2020-21.
Given the timing of the special meeting and the recent changes to the state budget made by Governor Gavin Newsom and the California legislature, the Trustees wisely chose to resume the Tentative Budget approval discussion after these state revisions were incorporated in the PCCD budget. The Trustees then passed the following Resolution enabling the District to continue operation in the new fiscal year beginning on July 1 2020. Resolution 19/20-67 states:
WHEREAS, State Chancellor’s Executive Order 2020-06, which was issued pursuant to California Community Colleges Board of Governors Resolution No. 2020-01 and Section 52020 of Title 5 of the California Code of Regulations, extended the deadline for community college districts to issue the 2020-2021 Tentative Budget from July 1, 2020 to August 1, 2020, and extended the deadline to issue the 2020-2021 Final Budget from September 15, 2020 to October 31, 2020, in addition to extending other related deadlines.
THEREFORE, BE IT RESOLVED THAT:
1. The Board of Trustees will comply with the extended deadlines set forth in Executive Order 2020-06, and Board Policy/Administrative Procedure 6200 (“Budget Preparation) and Board Policy/Administrative Procedure 6250 (“Budget Management”) are hereby modified temporarily to the extent necessary to be consistent with Executive Order 2020-06;
2. The Board of Trustees authorizes spending by the District between July 1, 2020, and the date of the Board’s adoption of the District’s 2020-2021 Tentative Budget not to exceed the spending parameters set forth in the District’s 2019-2020 Final Budget which was adopted by the Board of Trustees on September 10, 2019; and
3. The Board of Trustees also authorizes spending by the District between the date of the Board’s adoption of the District’s 2020-2021 Tentative Budget and the date of the Board’s adoption of the District’s 2020-2021 Final Budget, not to exceed the spending parameters set forth in the District’s 2020-2021 Tentative Budget.
The resolution was approved by unanimous consent, allowing the excellent work of the Peralta Community College District to continue in the new fiscal year while also allowing the District to update the Tentative Budget 2020-21 incorporating the latest information from Sacramento.
